trying to report someone which says "my mare code is xxxxxx" would fail too. he/she could mean anything with it unless you can proof that they meant the mare sync plugin and using it aswell. have fun with that tho.
the thing is, you can not really report someone which uses mods. why? because to see it need you to use said mods aswell. so, you would literarly report yourself with it.
btw, i can sit on anything without mods/plugins aswell in gpose and then make a screenshot of it. just because i was sitting in the air or on a wall in the screenshot does not mean i used a plugin or a mod. the gpose menu makes it already possible.
i doubt aswell that you openly see anyone (who isnt a bot) sitting out of bounds. noone would risk their accounts since GM´s are actively playing this game (including yoshida himself). its not some kind of WoW where GM´s are not allowed to play with their GM accounts. they could literarly ban you on the spot. the risk is in FF14 way higher then in any other MMO (probably) to get cought without that someone makes a ticket xD.
you probably tried to report tons of peoples but you faile´d hence why you are here in this forum now, asking how you could do it.
you will never achieve it to get even one ticket through unless its blatant cheating and it gives someone an adventage over other players. otherwise does square enix not care at all.
btw, again. you dont need plugins/mods to go out of bounds. in limsa for example, if you jump correctly in the ship on the pier can you jump through the window and literarly going out of bounds.
there are more spots like this in cities, like in uldah, the door near the mender, if you wiggle yourself against it in the corner of it and being persistent enough can you go out of bounds aswell xD.
But that's just a guess since I haven't heard of such incidents.
A fun thing about this is that, as someone who spends a ton of time into glamoring, a fear of mine is that using mods/plugins will contribute to me taking glamor less seriously.
Not that being able to wear anything i want without restrictions means much if other's cannot see it though- and Mare wouldn't solve that. (Please for the love of god do not use public Mare syncs)
Furniture glitching has been around for years as well. The only time people ever get in trouble over Furniture is if it is outside and its blocking the walkways. However going out into the void inside the house is possible including for controller players. While mods exist to make this easier. it can all be done by hand pc or console you can even look up guides on youtube for this.
If people have mare in their adventure plate that is on them and you. same as when people put carrd links instead of saying asking for carrd info.
Publicly talking about mods as far as im aware is not a bannable offense without sufficient proof if they are using mods. if they blatantly say they use mare/give code etc then yeah you can report but since it is by word only they don't have any proof either if the person in question is just ♥♥♥♥ posting.
ACT/Damage meter. Unfortunately even with ACT call outs people can react just as fast without callouts if they know the content so it is hard to prove otherwise. Damage meter we all know if you talk about big numbers you can be banned for it. but it has to be an actual number or reference to a damage meter. otherwise saying "your dps is crap" as an example can really only be reported as rude behavior.
You also need to be careful about Calling people out for mods in general. While there is a clear divide in the community on whether they should be allowed or not and it is against TOS you yourself can be warned, suspended and banned for false reports and or harassment without proof.
Ah apologies. EDIT: You would need to take screenshots in game or videos and open a ticket if it is actually that bad.
But as someone who DOES use them, I will report someone talking about it openly in say chat. Just like I will report someone for talking about bad DPS and ACT despite having multiple FC members who use it privately for self improvement.
KEYWORD: Privately.
This speaks a lot to the character of this person. They probably do these types of things IRL too. Causing drama when it doesn't involve them just so they get attention. Why on earth would you want to ban literally half the population that plays this game?
If they "fixed" all the housing glitches, that's thousands of players unsubbing to FFXIV which would be a massive financial hit to the devs and yes, there are people who only sub for this game because of housing.
Calling modding a "crime" is EXTREMELY dramatic. No one in the history of the universe has ever been arrested for modding. LOL.
Never underestimate the carelessness of players .
OP probably trie´d by now penumbra, mare synchronos and co. on their own and enjoys the freedom of no class restriction on outfits XD.
