You could try what was posted by a mod on the official xiv forums https://forum.square-enix.com/ffxiv/threads/495786

Another thing could be trying the unofficial xivlauncher, and see if it works any better.

Do you have OneDrive managing your C:\Documents folder, the installer downloads the patch/update files to C:\Documents\My Games\Final Fantasy XIV - A Realm Reborn\downloads, check it isn't being monitored and managed by OneDrive, as it often causes issues like you are having.

I would disable a VPN if you use one, and test.
If you can use a different connection such as a smart phone with hotspot enabled (need data for connection), you could test to see if its the Documents folder that's the problem or a connection issue.

Easy way, disable OneDrive.

If you don't use OneDrive for online storage, I would go to the Control Panel and Uninstall it completely.

You should be able to unsync specifically the ff14 folder. I think it's the settings folder? I don't use it so I just disabled it.

follow those directions to exclude the specific folder

the one you want is as follows (unless you changed it):

C:\Users\YourWindowsUserName\Documents\My Games\FINAL FANTASY XIV - A Realm Reborn

I fixed it, I don't know how, but restoring a windows restore point from 6/4/24 fixed it.
