I was confirming that this was the thing to do, I did not argue with you. Turning off OneDrive is an additional step that should assist in keeping them from encountering it a second time (if it isn't already disabled).
Which drive do you have the game installed on?
Try it directly on the C drive (if it already is on C, but in the \common folder in steam), in Steam select the install location to be C:\Final Fantasy XIV Online (copy the game folder first as its 75GB and paste it in a safe location so you don't need to re-download it again) and attempt to launch the game.
If it won't work still, re-install it on a different drive such as a secondary or removable type USB and test.
That error is related to an issue accessing game-files, most likely OneDrive or folder permissions-related, corrupting files or restricted access. Make sure your Windows user account has Admin set.
Note that, you can re-install the game by clicking Install, it only installs a 56mb folder with the game launcher, once you do this, simply paste the game folder you saved as I mentioned above in the location you had steam install it, this will allow you to instantly press Play and login.
