best way to generate specific materia

trial player, so no access to market - trying to get piety lvl 3 materia

is there some reasonable way to nudge the odds of getting specific materia (lvl 50-ish in all crafting, so making specific kit fairly easy)

No, not really. What do you need piety materia 3 for?

I believe there's a regular quest in Mor Dhona that gives you a single Piety III matera, but otherwise you'd have to rely on spiritbond with level appropriate gear- there's no way to increase the odds.

I imagine either level 50 crafter quests or ARR relic.

Extract materia from healer's gear, though I think the materia you get after extraction is still chosen at random among possible ones.

already did the quests for other crafter line materia, and was just hoping there was another route I had missed

I actually gave up on the crafter quest that needed a piety III materia, there's no way for me to buy one, and all my classes have leveled beyond the point where they could get one organically through regular play. I think it was goldsmith? There's nothing goldsmith can make that I actually need. I cleaned all my tier 3 materia out months ago. I'm gonna end up with some level 70 crafting jobs that don't have all the class quests done just because of the inaccessibility of tier 3 materia.
