If you're at the start of HW, no, wait.
If you're nearing the end of SB, yes.
I recommend waiting until you're blocked from progression to purchase. So once you can't go any further, THEN buy the xpac, whichever it is -- if Dawntrail isn't out yet, buy Endwalker. It's hard to say exactly when I don't know how quickly you're chewing through content.
Preordering Dawntrail will give you Shadowbringers and Endwalker *when it launches*, so buying Dawntrail won't let you progress past cap if you purchase right when it hits preorder.
So if you want to progress past the end of Stormblood before this summer, buy Endwalker. If you're still in Stormblood in like, June, you can wait.
But, as others have said, if youre done with STB, and youre itching to play XIV, might as well

It's not really about that for most folks, it's about where you're going to be in progression. The cost isn't high enough to make people who are invested in playing not buy.
Do you want to take a break for a few months while you wait to avoid spending what, $40? Most folks that are having fun aren't gonna want to. That's why people keep asking about where you are in the story. If you're early enough that you won't finish SB by the time Dawntrail hits then you'll be fine!
We're just trying to make those calculations to see where you are to see if you need to buy or not. Because you don't need it if you aren't far, but you do if you are! Not about the money or how good it is (but yes, Shadowbringers is by far the best expansion fite me).
If you're not having fun enough to buy it though just stop. It doesn't change enough to justify your time or money if you're already not having fun. If the money involved is on the scale of a Big Deal for you, you shouldn't be mmo-ing anyway.
Both ShB and EW got quite a lot to offer ya in terms of content. However, since the new expansion is on the horizon. I would just wait 3-4 months and buy Dawntrail for 40$ instead of buying Endwalker now for 40$ and then buy Dawntrail, spending another 40$.
The matter isn't about the content but rather the value
