Using third party plugins in videos is technically always risky
GMs have handed out bans in the bast for using plugins of various kinds, but more often than not these were cases of users that have been open about using them.
As with most other taboo topics you can technically talk about them ingame within groups you trust but if someone reports you then you can be in trouble pretty quickly, and there's no telling if bans have been handed out regardless of it being reported, so again: it's totally at your own risk.
But now for the correct answer to this; Fortunately DPS meters aren't really that important for this game since there's a general "so long as we progress" mentality especially outside of high-end content.
If you need to know if your dps is up to speed for high end content you can look at Stone Sky Sea, which has dummies with their HP tweaked dephending on the (content-based) setting you pick and your current job, so that you can tell if your DPS is 'good enough'.

2. Meh, don't talk about it and youre fine.
3. Do whatever, just don't cheat.
Firstly, if you would even consider, in the slightest possibility, about shaming someone because of their dps/healing output, don't even bother. That is very much a bannable offense, and the entire reason the team at SQE doesn't want damage meters.
The entire mindset of addons is "don't talk about it, in game, ever, and you will be fine". And while that, theoretically is the mindset, it still doesn't discredit the fact that you are breaking TOS by using it, and as such, can and will be subject to a bannable offense.
Now, SQE, based on the past, has no plans, nor desires, to incorporate a server side check to see if youre running a modified client. Therefore, they have no way to officially know that you are running something, other than you exposing yourself.
Finally, if you really have a need to parse yourself on barebones content, which, is designed to be easy, then no, you don't need it. You don't need to see how you stack up against others, since the party list already shows threat level as is, and shows who is doing more damage anyway.
The only reason why you should feel the need to run a meter, is to analyze yourself, and, if you are in a raid group. Even then, its not exactly useful what funny numbers youre doing, its more useful to see the timelines and where you (or others, though you should still never shame someone for it, its just more educational and how to be a better teammate) are messing up with rotations, stacks and other things to correct about your general gameplay.
The only time users have been banned for running meters or addons is 1/2 scenarios.
1. They stream themselves doing it, which, is just idiotic. Idc if youre a world first progger or not, best of the best. Still idiotic.
2. They openly shame/talk about it in game.
It still makes me wonder why people who have Mare Lamentorum in their search info haven't been banned, since its just a giant sign that says "look at me, i modded my game".
Use at your own risk, don't shame people, use it for educational purposes, don't talk about it in game, ensure its accepted in your static environment, you'll be fine, if you really want to use it.

Also, fwiw, this isn't WOW. If there is, an ingame chat log, of someone denying you ability to do content because you don't do enough damage, that s*** will get you banned. Fast. In WOW, its commonly accepted that, if youre not pumping, you can and will get kicked/shunned for your dps. Here, that gets you banned.
Yes, it is still risky, even if you don't stream it or talk about it. You are intentionally breaking TOS and impacting the quality of the game for others who do not consent to your alteration or additions to the base game.
You need to weigh the importance of a meter that means nothing in this game against your account. People cannot offer any other advice other than "use at your own risk".
It's only risky if you don't trust yourself not to blurt it out in chat, or if you're recording and posting your gameplay.
Just to echo what's already been said, as long as you're not advertising or harassing other players, then no. It isn't.
SE doesn't have spooks actively looking for players who are quietly using plugins so as long as you're not causing trouble with other players using information you shouldn't have access to, nobody is going to care.
- Never stream or posts screenshot showing yourself with the meters
- Never talk about using it or promoting usage of it in game even with your "closest friends" since chats are probably logged
- Never brag or discuss your/your teammate's performance based on data that can be gathered from said plugin

As long as you don't talk about it, there's no way them or anyone else can know you're using it, so use discretion.
You can use most stuff without problem, even party finders speak about them public (AM) and no problem
