Custom deliveries quests not showing up.

I'm on Endwalker msq rn, maybe 30-40% through, but a majority of post and end walker custom deliveries are not there for me.
I have been able to do Zhloe, M'naago, and Kurenai, but the rest, none of the quests are there for me to do.
Right now I'm tryin to do Adkiragh, and it says Prerequisite: arms wide open, Purbol rain, but when I look up those quests, and go to their location, they're not there. They also don't show as completed when I search my journal. Same with, Margat, Anden, and Ameliance.
I had a friend take me to their exact locations, and the locations their starting quests should be, but I got nothing on my screen. He would screenshot his screen to show my they were there, but then, noone was on my screen.
What is going on??

have you done all the side quests from Reunion in Azim Steppe? one of then is the chain the liberates the Purbol Rain and for "Between a Rock and the Hard Place" you must be a DoL or DoH otherwise the quest wont show up in Idyllshire
Charlemend and Ehll Tou require the main quest from the firmament reconstruction and then their respectives sides quests

I have both lvl 90 bot and miner, but I did find that for Adkiragh, i didnt do Purble Rain. So I have him unlocked now
