Everything is down right now so I can't grab names of servers outside of my data center, sorry!! The game will be back up tomorrow.
What you'll want to do when it's back up is click the meteor in the upper right corner of the launcher.
That will bring up a data center / server list thing. You'll want to click on the right region, EU? And then you'll have a server list.
What you're looking for is one that says NEW beside it -- that's one that has the incentives for new players (1M gil, 15 days playtime at reaching level 30 the first time--once per account).
From what Google tells me, it looks like Moogle is the primary French server, with Shiva also having a big community. Idk if either of those have the incentives though.

For EU I believe it's a non-issue. Queues are Data Center (DC) wide, and I don't think the EU has a totally new DC like NA has. Your queues, even on a NEW server, should be fine -- because of the other servers on the DC. Dynamis, which is a NA DC, or the Aussie one, those both are suffering heavily right now because the entire DCs are NEW.
There's things you can do on Dynamis to make it no big deal at all, but I don't think any of it applies to the EU situation; you should be fine.
