AMD Radeon HD 7640G + 7650M Dual Graphics
Is this enough to run this game with low settings? For 30 fps?

The only way you'll know for sure is if you try the demo. Us telling you yes or no is pointless as we don't know how well your system preforms.

The only thing that MIGHT let you down significantly here is the 1.9GHz processor, but according to the benchmark results you posted above then you should get an average of 30 FPS and that's not quite MINIMUM settings (for example you have LOD shadows on, you have shadow softening on, etc.).
Based on your GPU you should be able to turn up a small number of the graphics settings without any impact on your FPS.
For best performance ensure that you use your switchable graphics properties screen to set FFXIV to use ONLY your high-power GPU and not your power-saving one.

Off-note:
Those loading times are VERY high.

That's... barely enough. You will almost defintely have some lag. Mine was actually WORSE than yours but it was still playable.
