I've put in about 80 hours (average match legnth of 12 minutes x 400 matches I've played) of the PvP that was released in July last year (About 21-23 minutes a day spent in PvP). It's not a lot but I am a mid-core PvP player, some others have put in much more than me. But I persoanlly enjoy the PvP in the game and I know a lot of people don't.
If you're PvP focused, you can occupy your time. I've known people who put in 100 matches per week into PvP but you would need to love the PvP in FFXIV and that most likely won't be the case with you.
If you come for only PvP then this game might not be for you, unless you're one of the rare cases that absolutly loves the PvP in FFXIV then you won't really be occupied enough to justify a subscription.
And about queue times, I play on Japanese servers and they are fine. But I've heard on North American servers they can get bad for certain factions. If you're just interested in PvP, people switch to a different faction just to get shorter queue times.
I get in a 24 vs 24 vs 24 match in under 5 mins during peak hours and 8 v 8 v 8 matches in around 20-25 minutes during off peak hours. Just because you don't PvP doesn't mean no one else is.

Right now since the patch is new, The Feast isn't as popular. Frontlines is very popular right now but because of GC restrictions, if you're in a GC that has a lot of PvP compared to the others, you could end up 50th in the queue or something and a max of 24 people enter 1 match.
The best way to check if your GC is hurting your Frontlines queue is to check the lodestone for the most active grand companies on your data center.
In the coming weeks the queues for (Shatter) should die down a bit and The Feast should get an increase in the amount of people that do it since it's getting to the end of season so lots of people will be trying to get into the top ranks.
NA and EU servers are also hosting Seal Rock days of PvP I think. I'm on a JP server so I'm not sure the details of the Seal Rock event days but if you look around I'm sure you can find out what day people queue for it.
