Also Black Mage in general has pretty bad damage at low levels so keep that in mind. Also it requires you to really master your kit as your rotation keeps completely changing when synced to different levels.
Not that 60 is that much of a party either but it isn't as awful of a sync downwards as going from SAM 90 to SAM 80.
At very low levels I'll also probably rather spam fire 1 than do incomplete combos.
It worries me that you're ignoring the existence of traits and recast timers and might be missing a lot of aspects to the jobs you play.
Yes I know the recast time for Stone Two is 2.50 seconds but when I play black mage it feels like the other three people in my party kills everything during the cast time so I feel the cast time so just so much more important.
BLM can cast more spells over all but at least in my experience I end up dropping half my spells because my target dies making me just feel useless in the party.
Like I said though BLM even up to and past 70 has subpar damage. It's only at high/max levels that it really starts to do damage. At level 90 it's the highest DPS job in the game.
Edit: https://www.fflogs.com/zone/statistics/54#aggregate=amount As you can see it has both the highest highs and some of the lowest lows. It's the hardest job to play well but it is very rewarding to get good at it.
The quicker cast just gives more leeway for movement, or off global cooldown abiliites.
