in short, BLM and monk are the hardest classes in FF14.

Every other classes 1...... 2...... 1...... 2...... at low levels is thrilling.
What really compounds the problem with BLM is that it's even slower due to long cast times and its damage is absolutely abysmal at low levels.
Actually I feel like it's more of a caster issue, it feels like most casters early on have like, no meaningful spells. That said let me make this crystal clear for you. At level 18 Conjurer gets a spell called Stone Two, it has a cast time of 1.49 seconds and a potency of 190.
Until level 35 a thaurmaturges main damaging spells are Fire and Bliazzard both with the same stats of a 2.5 cast time and 180 potency.

But, every class is boring with no buttons, and awkwardly missing class defining abilities at different level ranges that cause awkward drops and spikes in power relative to other classes.
I do think the low levels should be reworked to not create such a bleh first impression of the game, but BLM's don't really have it that much worse than everyone else.
Cast times don't rly matter when they don't even have that many damage ogcds at that lvl to weave. Also they have pretty much the same recast time, so they'll throw basically the same amount of gcd spells.
For this reason, I wish they had decided to set the cap permanently at 99 for Dt. That would allow them to take a more holistic approach to developing jobs, instead of just removing a few things and tacking 10 levels and a few new skills on the end every expac. The imbalance in level 70 ultimate is only going to get more and more ridiculous as time goes on.
Standard Step is available as early as Sastasha. Go ahead and look at that potency.
At low levels (max 1 ice/fire stack) damage difference is negligible, so you might as well just spam ice to not worry about mana.
