That's what the duty finder already does.
Maybe that has changed with content in EW, but if most of the players are at endgame at this point. There is a new raid tier coming out shortly so people are planning for that.
Most of the dungeons, raids and additional content are level capped (e.g. Eureka,). So where are you talking about this?
And even when the ilvl sync can cause a disparity, it's not like it renders the rest of the party redundant. Not even in Praetorium, where the item level different is the largest in the game. You have to go out of your way to unsync content, by forming a party and deliberately choosing the menu option for it.
So how about giving some more detail instead of being ridiculously hyperbolic (level 3000, seriously?) and going off on a tangent about the amount of reading involved in a story-heavy game.

The only effect higher levels might do in such a case is the few role abilities, but that doesn't make *that* big of a difference.
The only way to go in without a synced level is by using the unrestricted party option and going in with a premade party.
Just do the dungeon with NPC's....
