Does the Starter Edition come with the previous expansions?

Just started playing this a few days ago and I'm digging it. I'm thinking of upgrading to the Starter Edition when I save enough money, but I was wondering if it comes with all the expansions before Endwalker like in WoW, where previous EPs are added to the base game once a new one releases, because I see no option to buy anything other than Endwalker.

As stated in the store page the Starter Edition has the Base game + the first expansion Heavensward.
Endwalker includes the other previous expansions, Stormblood and Shadowbringers
