The 10 level increase every expansion serves absolutely no purpose. They could just leave the cap at 99 and increase ilvl each patch without increasing the level cap and nothing would really change.
The only thing increasing the level cap by 10 every expac does is make the leveling experience for jobs worse because they remove old skill to make way for the new skills that get tacked on the end instead of designing the job holistically and considering how skills are acquired from 1 to cap.
It does have a purpose : the feeling of getting stronger. Sure there is other way to do so but don't underestimate the power of "leveling".

Throw some ilvl 1 armour on a level 90 character and come back and tell me how much of that strength comes from level and how much of it comes from gear. Leveling is arbitrary.
Yeah, that's pretty much what FFXI did.
The level cap was set at 99 back in 2012. They've increased player power a few times since then by increasing ilvl and adding master levels, which essentially allow you to increase your stats beyond their maximum values.
VIII also capped items at 100 instead of 99, if I recall right. At the very least, it capped spells at 100, and they were basically consumable items in VIII.
99 has been a common level cap, but if I recall right, II didn't have levels, since it went the stat and skill grinding route. Similar case with X, since sphere level is just movement points on the stat grid, effectively.
XV was originally capped at level 99, but that got raised to 120 later.
Tactics Advance capped at 50, same as XI and XIV at launch. Its sequel did cap at 99, though.
...Bit of web searching tells me Opera Omnia has a level cap of 100 in the Japanese version, but I've never played that, so grain of salt.
