Question on obtaining sable death mask

What rank do I need to be with all ARR beast tribe quests to begin this quest? do I have to get them all to 8 or can it be lower?

i belive they cannot go higher then rank 4. but you have to have all of them maxed out to get the alliance quest

Rank 4 for the 4 fighting ones, but rank 7 or 8 with the Ixali crafting tribe. After that it will unlock the meta quest to pick up the mask. Once the reputation bars show "-/-" instead of numbers, you're good.
