Though it's not the only launcher that does weird stuff like this. Genshin Impact's launcher has a similar issue, though it doesn't crash, just fails to download and I have to relaunch it.
Sadly for FFXIV though if it crashes all progress is lost. So... it's honestly a lot worse than the issue I have with Genshin's Launcher as. As Genshin's launcher I don't lose progress when it messes up.

It's kind of an in-between. Updates have 5 or so major files over the entire spread( Main, ex2, ex3, etc.). If/when network craps out, you'll restart the segment you were on last, saving any you've completed. If it craps out 99% into that first file though, you'd still have to redo that one before it will move on.
I rarely fail to download. And even if I do, it's usually a problem on my side

OP: Right-click the game in your library, manage, go into the various options, disable steam overlay. The overlay and the launcher don't play well together, and if you leave it at shift-tab when you tab between fields it occasionally gets seriously stupid.
either that or pretend you're allergic to TAB and don't touch it while the launcher is open, then you can keep the overlay (that's what I do, since I like the steam screenshot stuff)
