If you create a new account altogether, the complete edition comes with the 30 day game time. It's a puzzle designed to trick you into spending 20 bucks for your first membership if i understand it correctly.
If you're looking to save money (or if you're not sure you want to take the game all the way to endgame) then get the Starter Edition (which also comes with 30 days of subscription) which does not include the expansions. As you must play the expansions in release order (it is possible, but HIGHLY INADVISABLE) to skip to the final chapter of the story, it makes sense to pay for Endwalker when you actually need it, not before.
