simple answer is to not be so impatient in future.
You'll actually experience this with physical retailers, too -- if you purchase from them, and then do a chargeback with your bank (or otherwise go around them to get your money back), you will find that card refused the next time you try to use it there. Cash only. Utility companies will disconnect your service and refuse to hook it back up without a big deposit, etc.
Alas, this is one of those things that used to get taught in those home economics courses in school, and parents aren't imparting this knowledge to their kids, so you youngins don't realize that it's not just...getting a refund for something that says 'no refunds'. It's a little more serious than that, and if you do it in other contexts there are potential consequences that can follow you for life.
That's not a chargeback; a chargeback is disputing the charge with your bank or credit card to get your money back in a situation where you normally wouldn't be eligible for a refund. Steam giving you the refund means it was legit and within the parameters SE agreed to when contracting Steam as a distributor.
I'm guessing the suspension was either a mistake or because of something else you did, but either way you should contact support.
Or you could just make a new account. Since you didn't even get the game patched you probably aren't losing much by starting over, unless you've been playing the trial.

Steam version isn't pirated, but it's a separate version than the version from the Square Enix store. You can't use the launcher for the Retail version (aka SE store) with your account that you bought via steam, and vice versa. You can't mix and match game keys either. so if you buy the steam version, you can't buy the expansions direct from SE.
Players generally refer to version as either steam or retail. Retail meaning they get it directly from SE. Steam meaning they purchase it through the Steam platform. There are many advantages of going retail and avoiding steam.

with this says steam clearly "its not refundable". they literarly tell you in your face that it is not refundable. therefore did steam their job by telling the customer "its not refundable". with other words, you can not sue steam/vavle anymore. they tell you aswell via link why etc.
and thats the reason why i dont understand why steam/valve accepts refund requests for FF14. its even more weird that peoples getting surprised that they loose their account after you do a charge back. literarly every MMO suspends your access to your account if there are payment issues.

They absolutely would, and very much do actually.
Its very well known that if you refund on steam, that account gets banned. Its a license theft thing, and prevents more botters than already exist.
So it should be noted, its not so much the account that gets a ban, its the key gets invalidated. Being we can only get one key on steam, you can easily see how you would get locked out.
Personal gripe, he wasnt suspended, he was banned. Suspensions are temporary.
I get why the steam license key would be invalid if you refund the game, to prevent you from playing, but SE wouldn't ban your entire account. Also, can't you just repurchase the game?
Yes, but the key would be the same. The key itself is whats tied to the steam account. This is why its a problem.
Until they change that, the entire steam account gets banned. Think of a steam refund more like a chargeback in SE's eyes. Chargebacks hurt the company in the grand scheme of things.
