I manage to get a character into cactuar during the whole population boom near the end of Shadow Bringer this way. Hope this works for your friend. Meanwhile keep an eye on the server status. Once in awhile they pop into non-congested and you can create a character then.

If it's just that the character creation is disabled (little people head grayed out instead of green, but any server status other than congested), it updates every few minutes automatically based on live population statistics.
I second this. I've seen congested servers change status at random points of the day sometimes. I'm on Gilgamesh and made an alt character on cactuar both being pretty high population server and have seen several people get in doing this dating back as back from HW to shadowbringer.
The server take into account of active players counts and how many of them remain active over a span of time. If the server itself is populated but not to the extreme like JP's Tonberry then there is a higher likely hood they turn off congested at some point.
One alternative I remember working (if you're willing to put in the extra money) is that you can always do a paid transfer character to a server regardless of congestion.
That isn't true either.. like it's not even close. Congested servers stay congested for a while, they don't just change on a whim. I said that nobody really knows which is super obvious from everyone's posts here, just people guessing and helping no one.

You're assuming that I guessed this. I looked at the status every minutes until I saw the server being opened to new characters, it does get refreshed pretty often, I've seen multiple windows of a few minutes only. This is not a guess, this is reality. I know plenty of people who did the same thing for their friends. I don't know the inner working of how it is done, all I know is the user end, and in the user end it does get refreshed often.
nope, not a single time did the congested status go away yet on my server. i think many people here are just confusing full servers during peak times with congested servers.. the people which say the devs need to remove it manually and until then u cant create a new char seem to be right. we checked the server status so often already now
