Keep failing Duty, Honor, Country. Advice, please.

My character is a level 18 pugilist, the level 15 quest completed, full decked out in gear. I can't seem to beat this quest. I start out attacking the mage until he summons the monster then I move to fight the monster. The problem is that Papashan keeps dying before I can win. Advice would be appreciated.

Keep an eye on the chat log, solo duties like that--especially early game ones--will frequently tell you who you should be focusing on. Do what it says and everything should work out.
