1. Higher Res monitor, 1440p for example.
2. Into nvidia control panel : select FFXIV game in the program list > Texture filtering - Negative LOD bias > Set to CLAMP

On top of that, this seems like a issue with your system clashing with something. What do you expect them to do a house visit and troubleshoot your computer personally?

Couldn't have possibly been system or driver issues, totally the fault of SE

Of the to[p of my head have you manually installed the assets? I think it might have been that.
Or maybe I ran it in DX9c and that cured it.
