no, it's NOT a main quest. It's optional and you're not forced to buy a house (you can't anyway, since you must first meet some requirements). When you try to enter that area, you'll be asked what you want to do; you have to select an option similar to "visit an especific ward (or something similar)", then a window will appear; this will show the list of wards in the left and the houses of each ward in the right. You just need to select a ward and the press the button in the bottom-left. The quest is just to unlock the housing area you're visiting. Each city-state as a similar quest. Also, not even the large plots cost that much
