Because that's not how it works. It switches around the numbers, not the effect of the stat itself. Cleric Stance is used for when you want to hurt things as a healer. It also comes with a 10% bonus to magic damage, and a 20% reduction in healing magic potency. If you try to heal in Cleric Stance, people will die, very very quickly. And you'll probably get kicked from the dungeon for even trying.
If you intend to focus on scholar, do not try to build int as cleric stance when activated cripples your healing power overall. The skill is designed as a way for mind based healers to have some offensive power, not the other way around.
"Cleric Stance: Swaps current INT and MND attribute ratings, while increasing potency of attack magic by 10% and reducing potency of healing magic by 20%."
If you ever plan on raiding with a Healer and want to do DPS, you have to meld every available Slot with Precision V Materia, as you would otherwise miss like 40% of the time.
