Yes, you can. I own the PAL/EU version of the game (using a European Square Enix account) and I play on the NA server Excalibur.

Your region is only relevant for account creation and billing purposes, it does not restrict the data centre (server region) that you can pick when actually in the game.

You WILL have issues with billing if playing from NA using a european account, because it will not allow you to purchase subscription time in dollars (had this issue when purchasing a PAL account as a gift for an NA friend), so you will have issues remaining subscribed unless you constantly use a VPN to play. When buying the game through steam, the only billing method available to you will be steam wallet, which will only allow you to pay in the currency of your region.

You're talking about playing on different servers. Not about complications for buying a game from the wrong region. Please don't misinform people.

Your SE and Game region must match.
Note that payment will be locked to that region aswell, so timecards and CC/DC must be of same region/country.
Promotions will be locked to that region aswell

Retail version and steam version can also NOT be mixed and matched.

Your best bet is Retail version. I mean I bought an EU version but I can play on NA, EU and JP. The only downside is my Sub payment is in GBP/EURO
