Are the European servers currently down? I'm trying to launch the game and it says that a technical error has occurred and that I should try again later.

Same here, but US East.

https://eu.finalfantasyxiv.com/lodestone/worldstatus/ is showing them up, but I'm not able get past the launcher right now either, could be super busy time or some issue with the login servers maybe?

Edit: It just finally let me log in after a half hour or so. Swapping from options to home on the launcher.
