Can you still get banned for someone being a complete autist, and leaving a FC bank unlocked for new recruits to go through?...

Even if you don't get banned by a GM, gossip would get you banned from the other potential FCs you try to join afterwards... I've never seen anyone get forgiven for doing that type of thing.

I think that falls into harass/disruptive gameplay, so I'd say yes. Especially if you had been reported in the past for whatever reason. If you didn't, you'll probably only get a permanent warning.

Checked a few of the links (although most are old) and at worst it looks like you'll be jailed for a short while and may have to return the items.

If an FC lets you have access to the FC chest then there's nothing stopping you from taking everything. It's moraly wrong but there's nothing from stopping you from doing it.
