Yeah, both outfits are gender-specific. Be sure not to waste money on one you can't use.
Both gear sets are only level 13. You'll replace them almost immediately (The Brand-New gear you get from Hall of the Novice is statistically superior) but it's not like you need to be level 45 to actually equip it. (Even though you had to be level 45 to obtain it; that event was...weird)
Yeah, you need to buy Glamour Prisms to make it work, but those are bought with gil, not real money, and they're fairly cheap. If your Free Company (This game's version of Guilds_ and they're pretty cool they may even hook you up with some for free if you ask nice.
Yup, you can make a piece of gear look like any other piece of gear of the same item level or lower. Class and gender restrictions still apply, though, despite how funny I thought it would be to play as a monk wearing White Mage robes...
