the tcp thing can happen from various programs which "tune" your pc for "gaming speed".
even antivir programs can cause that. good thing is, nowadays do you not need anymore weird tuning stuff or extra antivir programs. expecially not antivir programs. windows defender is today so good that you dont need an extra antivir program except ya run around in the forbidden part of the internet. but some peoples are still dumb and install those things.
wait, to say that SE has nothing to do with the download was dumb from me, ofcourse they do. but its often not SE´s fault that this happens x3.
