1. Your IP address does not match the region of your game code. This is common with VPN users and Steam users who cross region buy.
2. Your credit card information does not match your region. For instance trying to make a Japanese account with an American credit card.
3. Your browser is giving off a region not matching any of the above. There are many reasons this can occur, a browser refresh often fixes it.
4. Your firewall is messing with your browser. Add an exception for the website.
There are others but I find these most common.
The news you are referring to has nothing to do with your case. That is only for people trying to purchase the game through mogstation.
It even specifically states outside purchases still work:
“We apologize for the inconvenience, but when upgrading to the full retail version, please purchase a digital or physical copy from places such as the Square Enix Online Store to make the transition.”
TBH I recommend buying the game off Green Man Gaming as an EU account, it’s an EU site and friendly and you won’t be tied down by the Steam restrictions. If you need Steam overlay just add the game as a non-Steam game.
