Got to 52 don't have the job quest for it, or i can't find the quest giver looked up the npc location and don't see her.

if you ve reached level 52 you must have heavensward as the base game would cap your level at 50...the quest your after is in the north shroud...co ordinates 20-24

You also need to have started Heavensward content.

Which translates to doing 101 quests after finishing ARR main story. Playing on exp bonus server I was 57 by the time I got to HW lol.
