to answer that are 2 possibilities:
1) They sit in Limsa while writing in company and linkshell chats, just chilling and relaxing.
2) they got a 3rd party program running keeping them logged in.
for an outside observer there is no real way to distinguish between the two, but the 2nd one should absolutely be a temp ban offense.
Im not sure what DC/W you are on, but if the capacity is that bad, then im not sure. There are of course some people that just log in when there is no queue/volume and sit there, im not sure how they do it, but yea.
Loitering isnt expressly against the rules, using 3rd part programs to do so is. But thats an issue for SQE moderation teams to sort out
"Oh, those groups of players are just sitting there menacingly?! I bet they are using a third party program, not paying their taxes, stole from cookie jar, forgot to clean their room, ect.. We got them, call it in."
