it looks like that the launcher cant even get to the login screen. do you have a boot.cfg in documents/mygames/FINAL FANTASY XIV - A Realm Reborn?
if yes, try to change the line with the startup from 0 to 1
if that does not work ... look the XIVLauncher online up ... tho i think the launcher wont help you either since you probably didnt even downloaded the game yet =|.
other then that can i only push you torwards the square enix support with this screenshot.
you could try to start steam in administrator aswell. it should give the launcher admin rights.
sometimes blocks windows certain activities when it comes to writing into the documents folder or torwards onedrive if ransomware protection is enabled. tho, windows usually tells you that this is the case with a popup ... if all this dosnt helps need you probably to bother the support about this.

in another topic downloaded someone the launcher from the square enix page and then copy and pasted thatone into the gamefolder and it then worked ... if it does for you can i not say because he had a different error which said that the service cant be completed because the account is not linked.
you could try it but yea ... you need to manage somehow to link your steam acc to the SE acc x.x otherwise will the custom launcher not be able to start the game =|.
square enix made in march a weird security update and all steam accounts need now be linked x.x if it still not works and noone here finds a solution need you to show this to the support. dont tell them that ya used the custom XIVLauncher to download the game tho. it may gets you banned lol.
comes the error aswell when you go into your FF14 game folder and starting the game with the ffxivboot64.exe ? you can find that executable in the game folder under boot. you wont be able to login tho ... well you can but it will tell you that you have no license for the game but, with this can you test if it is a steam issue or a launcher related issue.
if the problem persists need you to ask the support tho. cause i am out of ideas by then. just gotta manage to link your account somehow tho. then ya could just play via custom launcher ._.

Is your Internet explorer updated? and if yes did you reset its settings?
Internet options > advanced tab > Reset Internet Explorer Settings
and last but not least have you tried starting Steam as Adminastrator?
-edit if you reset/edit your IE settings make sure to reboot the PC

but the post above me says that you use windows 7 ... ehm ... i recomment to you that you go atleast to win8? its very unsecure to hop around the internet with windows 7 ... and the question is, how old is your pc? because as far as i know starts the launcher by default with DX11 ... if your gpu is not dx11 compatible will you not be able to start the launcher.
there is a config that the launcher starts in DX10 mode (and even can start in the very old DX9 but you should have atleast a DX10 compatible gpu to play this game)
do you even have the requirements for the game at all o-o.
if yes, get windows 10 >_>. yes i know it has a bad reputation blabla but ... srsly get a
new Operating System. windows 7 is extremely outdated and like i said, its very dangerous to even hop around on the net with it x.x.

if you update make some change to the settings
In the Advanced tab, be sure that "Allow software to run or install even if signature is invalid" is Checked
and make sure that all SSL and TLS are Checked. only the SSL 3.0 should be Unchecked apply the settings and reboot the PC
btw why do you even use a pirated win7 when you can have win10 for free but being just a bit restricted in its functions ... oh boy ...
you can have a win10 version on your pc without a windows 10 key. you just get restricted in some functions such as being not able to set a background or customizing the look of windows 10 overall. like no color customization, no dark mode etc. but other then that is it free. ya get even updates xD.
