The security token is optional. Setting up two-factor authentication on your account isn't a requirement, although certainly recommended.

It's also not limited to paying for the physical security token, as it can also be done using a variety of free two-factor authentication apps (Google Authenticator, Microsoft Authenticator, Authy, etc.) as well as Square Enix's own Software Token app.
