They gave you 2 functions to skip what you don't like, one free and one payable.
The story picks up after ARR and goes up from there - Heavensward is considered fantastic writing, with a fully fleshed story.
I would advise that if you are not enjoying ARR that you read the cliff notes and at the same time watch the documentary on how this game was saved from the trash heap, it explains a lot about the development process and how much of a mess the dev team were left with, hopefully this might help restore your faith in expansions you are going to head into.
Remember, most importantly, If you are not enjoying a game or find most of it unsatisfying then don't play it - its your time and you should never spend it on something you do not enjoy.

I wouldn't say ARR is bad personally, it's just not as good as the expansions, it's still infinitely better than that god-awful ending to The Four Lords questline though.
The other expansions are better by comparison but still very bad..If you aren't willing to do the story and not willing to pay to skip it then I'd recommend another game of some sort. I do agree with a lot of what you said but I think they did it this way to force you to see their work and to kinda slow down rmt since the story does lock somethings away from you that are basic tools and mmo features.
the game overall is good so if you are dead set on not paying slow down and try the story in pieces instead of rushing through.
I also finished the base Game but not this Light Quests. And now I am at Heavensward (lvl 58 Quests.) way better now.... story is better
