You would see more ppl talk in big cities tho, like Limsa or Ul'Dah. Also, what world are you on ?? It's pretty active here on Balmung.
Honestly I never understood where people thought the game was anime heavy. As far as mmo communities go ffxiv has a pretty good one. Now if you want crazy then go visit uldah on balmung. chat's crazy there
Try joining an FC or just talk to randoms standing around dungeons and queue with them as you talk.
I would b e careful with that, especially as a new player. I joined one and they were spoiling so much in chat, despite several people (myself included) asking them not to share them. I ended up having to leave. Happened to me on three different occasions. Just worth noting about NN.
As for general chat, people don't talk in public channels outside major cities (Limsa seems to be the most common social gathering spot on every server). As others have said, join a Free Company. Not sure if you like larger guilds, but they tend to be a lot more sociable.
