And so you don't have people bullying those new players in to skipping and justifying it with "you can watch it after in the inn room".
Those cutscenes used to be skippable, which meant that new players wouldn't get to watch them. When I first did them I had to get two level 70 players from my FC to unsync and carry me through them so I could watch the cutscenes.
They made them unskippable a few years back and upped the rewards for running MSQ Roulette to make up for the extra time it takes to run it. They're not going to make the cutscenes skippable again, if they do anything they'll probably rework those dungeons into something singleplayer using the Trust system and just get rid of MSQ Roulette instead of making the cutscenes skippable again.
New players that was interested in the story couldn't watch it properly because vet players just rush through to the point that new players don't do anything in the run which killed it for some back in the day, SE made a compromise and made the cutscenes unskippable BUT they reward vets with a huge ton of EXP when they join MSQ roulette. Long cutscenes in dungeons was a huge mistake that they learned to never do again and they haven't.
Devs thus decreed: "You have lost cutscene skipping privilege." They buffed up the roulette rewards to compensate for the extra time / inconvenience... and we still get people complaining about it constantly. Even though you have to opt into running Main Scenario Roulette and there are alternative leveling methods now. (Ex. Palace of the Dead / Heaven-on-High.)
The Game easily picks up if there are new players, they can make it so it works like this, although Vets will then just make PF premades for it. Which means new players will have much longer wait times.
It is also a Bannable offense.
That doesn't work in the dungeons OP is talking about.
Also they should be unskipable only if at least one player is new.
As for this two MSQ dungeons, I still don't understand why people even go there to suffer.
The problem with that is that you'd then see people leaving the dungeon if they see a new player, because they'd rather take the 30 minute lockout than a 45 minute dungeon.
Never underestimate the petty ingenuity of selfish people.
