Behemoth NA always full?

Sometimes they close the character creation, you can check that on this site https://na.finalfantasyxiv.com/lodestone/worldstatus/

early mornings seem to be the best, that's how I got on..

also just found out 2 days ago most Brazilians (from 2 people from Brazil)are on this server which makes sense why it's always full.
