yes their called fantasia you get one at the end of a realm reborn after that you have to buy them on the mog station for $10

yes, there is a Item called a Fantasia, that allows a player to change what ever their race and gender of their character.

You get 1 free from beating the base game. And the others are purchasable for 10 USD from the Mog Store

Along with what they said you can do some basic recustomization at the asthestician in your inn room pretty early on. Things like hairstyle and makeup so you dont have to buy a fantasia for basic stuff.

Yes, because it's a consumable, so you can wait until you want to use it.
