You can try a VPN or port forwarding since some folks have reported success with those options, but most of the time you just gotta wait it out. It's not your internet it's just the game
In command prompt as administrator, type in: netsh interface tcp show global
See if it's disabled, and then if it is, type: netsh interface tcp set global autotuninglevel=normal
