Right click people and inspect them. If the item is glamoured ther's a cross on the icon. Then you have to wait for the name of the glamour to appear.

If you mean the Casual set, that's from an item coffer you can get from Ishgard Restoration crafting. You craft collectables to turn in for points and when you turn in enough you get a lottery ticket at a bonus. The lottery ticket is what can award the item set. It's rare, though, so it might take you a while to get.

peacelovers set has the blue genes with the holes in them there pretty cheap
Casual set is expensive about 2x expensive as just buying the coffer for 1-1.2mil tho most just want the jacket/shoes
