So, i see that i can't gift the complete edition of the game to a friend, but i can gift the shadowbringers expansion, if i gift shadowbringers to a friend, will this also include the base game ? or can i just not gift it to him because its part of a bundle ?

No. You will need to buy him the base game too.

I don't know why you can't gift buy something for someone, but it could be the bundles that stop it.
