Can CD Keys from other accounts work?

Okay, to make a long story short, I accidentally bought NA CD Keys for my EU account, and neither Square or Steam support could help me, and when I look to permanently remove the game and rebuy it, steam says that I'll just end up with the same keys. So, my last option aside from starting over on a new account (which I REALLY don't want to do), could I make a new steam account and buy new EU Keys and then use them on my main account? IDK if that would work but at this point I'm desperate.

Make a new steam account, buy a copy there, use the keys there, then log back into your main steam account, and use the username / login you just created. You won't apply the keys to your "main" steam account, but you CAN use the FFXIV login/account info from the new CD keys after launching the game from the login with your old CD keys.

but would I be starting over from scratch then?

I don't think there's any way to remove the keys from your Square Enix account if they've been applied there, no. But that doesn't have anything to do with steam accounts.

What counts as "applied"? When I attempted to use them in the mog station does that make the Keys stuck to my account?

If you already used them in the mog station and mog station is showing you as having them, and SE told you they could not remove them, then there's nothing you can do.

If mog station gave you an error and did NOT apply them, then make a new steam account, buy the correct version, take the keys it gives you, apply them to your mog station account, and then launch the game from your main steam account and use your same mog station/game login.
