Is still possible to change your name for free one time?

I read some old threads on the internet about people saying they could change their character name one time if they changed servers, stayed there for a few hours and then came back.(roughly like this what I read, I didn't understand the whole process). Is this still possible?

create a new character on your transferring to server with the same name as your current name then transfer your character over

I have informed myself a little bit. I believe what you are referring to is the mechanic of creating a new character with the same name as your current character on another server and then transfer your first character to that server to force a name change. You have to change to that server though for the name change and i dont know if that is still possible.
