There's a collectable appraiser in Idyllshire.
HOWEVER
The collectable value needs to reach the minimum standard or it can't be turned into the appraiser.
At that point it just takes up inventory space.

Also makes sense. I think the NPC just isn't asking for this item yet. Since I'm doing this all for the first time, I wouldn't know what's been around and what's part of the new revamp of crafting.
In all honesty, you will need to either out level the items, or splash out on good gear.
I found it was REALLY hard to get started with collectables because my stats were just so bad and gear was expensive.
SO I just out levelled it.
