How to Buy Expansions?

Such as heavenly sword. Under DLC it only says Shadow Bringers. But I'm not sure if I want to purchase Shadow Bringers yet.

Yes, to get heavensward you need to buy shadowbringers

With Shadowbringers you get all 3 DLC
Heavens Ward, Stormblood and Shadowbringers, so you will have all as you need them (for now)

I love how it's been almost 5 years now since the release and most people still can't spell Heavensward correctly.

But to answer your question, like the others said you're unable to find it in the stores since the latest expansion always comes bundled with the ones released before, so in this case buying Shadowbringers also gives you access to Heavensward and Stormblood (which is great value considering all three are pretty much great expansions).

yes they purposely made it this way to be new player friendly. instead of buy 3 expansion, you will only need to buy one and have all of them
