Wards are like parallel universes, like dungeons are.
44 Wards, with over 1000 houses, 1000 apartments, with different Models, different interior data, trying to maintaine hundred of thousands, different times, with specific Placements and locations, that some hundreds of are changed every single day, what do you think it takes kilobytes of data to maintain and contain?
