It's just not sold via Steam in South East Asia [unless you live in Singapore, which is considered part of the NA region, along with Hong Kong / Macau].
The local distributor for your area seems to not want to sell the game locally / SE doesn't want to support the game officially in your area. Officially, the game's supported in the NA, EU/Oceania and JPN regions only [except for China and Korea. If you get versions for these two countries, they have their own servers and you can't play on the NA/EU/JPN servers].
Just buy it directly from SE [I'd suggest getting the NA version from the USA's storefront] or the boxed versions available locally in your area [3rd party imports... ironically via that same local distributor]. Or check to see if the euro / peso rate is better for you.
Aside from being able to use Vavle's broadcast [which we won't watch] or post reviews [which we couldn't care less about]... what are you missing besides being able to pay via Steam Wallet?
AND you can choose EU or NA Game Time Card for Subs payment and will be in Regional Pricing of your Store.
You can also choose NA or EU to creating an account and you can even play on any of the 3 Datacenter locations XD Im from SEA yet I'm playing on an EU server and my Payment is EU Game Time Card.
JP Tonberry is where almost all the english speakers are if i recall
If you buy either the NA, EU or JPN versions, you can choose to play on a server for any of those regions [NA = San Diego, EU = Frankfurt, JPN = Tokyo. Use arrstatus.com and ping the IP addresses to see the latency].
i.e. you are NOT locked into NA servers because you have an NA account. NA account can play on JPN servers, JPN account can play on EU servers/etc.
Given that you're playing from the PH... you'd probably have the lowest latency to Tokyo BUT the lowest packet loss to San Diego [YMMV]. But most PH players are either on Tonberry [around half are "english-speaking"] or Masamune [about 5-10%]. Tonberry is usually closed for new players but Masamune is almost always open.
Rather than worry about how many people speak engrish on the server... go to the official SE forums... find some friendly Free Companys [aka guild aka clans] and go there instead.

I just went to the EU server and amazingly, im not even lagging. (played since ARR)
