Its not an oversight since you're at War. Only Crafting Leve exist though thats only at the Kugane city if I recall.

It wasn't an oversight. It was an intentional design decision.

You have quests, FATEs, hunt logs and dungeons to level combat jobs.
You only have leves and grinding to leveling gathering and crafting classes.

By not having battlecraft leves, players can put all their allowances towards non-combat classes.
