The quest giver is at the Grand Company barracks and will be available shortly after you join a Grand Company in the Main Story Quest (lv25).
Until then, you can make use of the Aetherytes and Chocobo Porters.

yes you can. but that requires buying a story skip potion on the cashshop.

once you reach lvl 50 (I think) you can buy items that increases mount speeds in each area

Mount speed can be increased by buying Riding Maps for each zone; Each of those maps costs 250 Allied seals (A Realm Reborn areas) or 250 Centurio Seals (Heavensward and Stormblood areas). Those seals are obtained by hunts.

Mind, the Riding Maps are to make your mount just a little bit faster. Almost too fast, really. But your default mount speed will increase as you go through the story.
